RESPONSE TO THE ARTICLE “HAVE SIRIM CERT ON THEM” ( THE NEW STRAITS TIMES, NOV 7)

We wish to refer to the article published in News Straits Times page 19 dated 7 November 2011 related to TNB meters as written by A.R.A., Kuala Lumpur. Kindly find below our response with regards to the issue highlighted.

For information, the Department of Standards Malaysia (STANDARDS MALAYSIA), a department under the Ministry of Science, Technology and Innovation (MOSTI) is given the responsibility to accredit laboratories, certification bodies and inspection bodies as mandated under the Standards of Malaysia Act 1996 (Act 549). Accreditation services provided by STANDARDS MALAYSIA are carried out on a voluntary basis, in line with international practices.

An accredited facility is deemed competent to issue specific types of conformity assessment results such as test, calibration, certification and inspection reports as they are subjected to ongoing monitoring and scrutiny by the accreditation body such as STANDARDS MALAYSIA, through regular surveillance and reassessment. The specific areas of competence are specified in the scope of accreditation.

STANDARDS MALAYSIA accreditation system is based on the provisions of international criteria and requirements such as those prescribed by the International Organisation for Standardisation (ISO), the International Electrotechnical Commission (IEC), and other international and regional conformity assessment bodies.

Under our Skim Akreditasi Makmal Malaysia (SAMM), STANDARDS MALAYSIA accredits testing and calibration laboratories including the laboratories of the electricity meters manufacturers used by TNB in homes and industries based on the standard MS ISO/IEC 17025 – General Requirements for the Competence of Testing and Calibration Laboratories. These laboratories are accredited to test and calibrate the electricity meters based on IEC 62053-11, IEC 62053-21, IEC 62053-22 and IEC 62053-23 standards for both electromechanical and electronic meters. Among the brands carried by those electricity meters tested by STANDARDS MALAYSIA accredited laboratories to the above standards are as follows:

Currently TNB does not require the manufacturers to display any form of conformance sticker on these meters.

SIRIM QAS International Sdn. Bhd. (SIRIM) provides certification for
electricity meter products (static watt-hour meters class 1.0) on a voluntary basis. Based on their records, SIRIM QAS International Sdn. Bhd. has certified only one company using the brand DFE with regards to this product but no sticker is placed onto the product. The standard used for the certification is againstthe IEC 62052-11:2003 standard and the license is valid until 21 January 2012.

For information, Tenaga Nasional Berhad (TNB) also performs on-site meter verification based on prudent utility practices. Equipments used for meter calibration and verification aretraceable to the National Metrology Laboratory (NML – SIRIM Berhad).

Consumers may check for status of accreditation for testing and/or calibration laboratories on those electricity meters through our directory of accredited laboratories via STANDARDS MALAYSIA website at www.standardsmalaysia.gov.my.
